How to become a taxi fleet owner in 2026

Short answer: there are three ways in, and only two of them are open today. You can buy taxi licenses where a city caps them (in New York City, a medallion from an existing owner), or you can own cars and rent them to rideshare drivers through a platform such as Uber, which lets you start with one car. The third path, owning driverless robotaxis, is the one most people searching this in 2026 are thinking about, and it is not open to individuals yet: as of November 2, 2026, the driverless fleets on US roads are owned by the networks, such as Waymo, and run by contractors, and Tesla has not opened Cybercab orders.

Path 1: buy taxi licenses

Many cities limit how many taxis can operate and require a license for each one. In New York City that license is the medallion, and new owners buy one from an existing holder through a transfer the Taxi and Limousine Commission (TLC) records and publishes each month.

The history matters for anyone treating a taxi fleet as an investment. New York medallions sold for about $1.3 million each at the 2013 to 2014 peak, then collapsed as ride-hailing grew and the lending behind those prices unwound. In 2026 they trade at a fraction of that: TLC Help, working from the TLC’s own monthly transfer sheets, puts the median regular (non-foreclosure) sale of an unrestricted medallion at $105,000 for January to September 2026, across 119 sales, with most priced sales that year marked as foreclosures. That figure is TLC Help’s calculation, not an official TLC number.

Other cities run their own systems, from capped licenses to open permits, so the first step is your city’s taxi regulator, not a broker.

Path 2: own cars and rent them to rideshare drivers

This is the lowest-cost way to own a fleet today. On Uber’s US fleet page, the company says “You can start with one vehicle” and that “There is no limit to the number of vehicles you can list for rent.” You sign up, upload the documents to register the fleet, then use Uber’s free Fleet Hub tool to find drivers and manage your cars. You earn from what drivers pay to use the cars, and you carry the costs that come with them: commercial insurance, maintenance, cleaning and the weeks a car sits without a driver.

The skills carry over to driverless cars better than people expect. Keeping cars charged, clean, insured and on the road is most of what a robotaxi fleet needs too. The difference is that no driver is there to notice a problem.

Path 3: own robotaxis

Driverless fleets are running today, but the owners are the networks. The day-to-day work goes to fleet companies under contract to them:

In each case the customer is the network, not an individual owner. The full list is in robotaxi fleet management companies, compared.

The Tesla Cybercab is the vehicle most people mean when they ask about owning one. As of November 2, 2026, you cannot order it. Tesla takes interest through a form where “Cybercab fleet vehicle purchasing” is one option, and its FAQ says it will contact people interested in buying a fleet or an individual Cybercab for commercial use. On the October 21 earnings call, Tesla said it is trying to get Cybercabs to customers by the end of 2026, starting small, and Elon Musk said most of them will be Tesla-owned. Tesla has published no price, no revenue split for owners and no rules for how a privately owned car joins its network.

Is a taxi fleet a good investment?

It depends on what you are buying. A medallion is a bet on a license holding its value, and New York showed how far that can fall. A rideshare rental fleet is a small business with thin margins and real work. A robotaxi fleet takes the driver out of the cost, but the revenue terms that decide whether it pays are not published yet.

For the robotaxi case, run your own numbers instead of trusting anyone’s headline figure: our Cybercab earnings calculator shows every assumption, and is a Cybercab a good investment covers what could go wrong.

Planning a robotaxi fleet

If the third path is the one you want, the steps you can take now are the ones before an order: decide how you will hold the cars, price commercial insurance, and work out where they will park and charge between rides. Can you buy a Tesla Cybercab yet lays those out with dates.

DockDuty is building depots and fleet software for privately owned autonomous vehicles, market by market across the US. Orlando is our lead market, with its depot targeted for Q4 2026 or Q1 2027, and we are planning locations in several more metros at the same time. No DockDuty depot is open yet. There is no cap on fleet size, and our rate schedule is banded by vehicle count so multi-car owners pay less per car. A $450 stall reservation is fully refundable on request any time before onboarding.
