Why does the Cybercab have only two seats? The fleet math behind the smallest robotaxi

Honesty note: we run the numbers for people who plan to own Cybercabs, and the seat count decides which trips their car can take. We would rather show the trade-off than sell past it. Every figure below is sourced, and the parts Tesla has not said are marked.

The first thing anyone notices about the Cybercab is what it lacks: a steering wheel, pedals, a rear window, and three of the five seats a normal car has. The wheel and pedals are a bet on software. The seats are a bet on arithmetic, and the arithmetic is public.

The occupancy number

The Federal Highway Administration’s 2017 National Household Travel Survey, the standard reference for how Americans actually travel, puts average vehicle occupancy at 1.67 persons per vehicle trip (FHWA NHTS). That is all trips, including the family drives that pull the average up. The typical car ride is one person, the next most typical is two, and a five-seat car spends most of its life carrying air. A robotaxi that is built to be driven all day is a machine for carrying the median trip as cheaply as possible, and the median trip fits in two seats.

Tesla said as much at the October 2024 unveil, and paired the two-seat Cybercab with a 20-passenger Robovan for groups (TechCrunch, Oct 10, 2024). The theory is a fleet with more than one shape of vehicle, dispatched by trip.

All figures from the June 2026 EPA filing via Electrek, laid out in our spec sheet. The chain is simple: fewer seats, smaller cabin, lighter car, smaller battery, cheaper car, less energy per mile. Every link in that chain is a fleet owner’s cost line. That is the whole economic case for a purpose-built robotaxi over a converted Model Y, and it starts at the seat count.

A five-seat car carrying 1.67 people is a car that paid for three empty seats and drags them around all day. The Cybercab is what you get when you refuse to.

What two seats cost

How a mixed fleet answers that

Tesla’s fleet is already mixed. On August 31, Texas records showed 45 Cybercabs registered alongside 269 Model Ys (Teslarati, Aug 31), and reporting expects the Cybercab to appear as one vehicle option inside the app the Model Ys already use (Electrek, Aug 24). In that world the seat count is not a limitation on the rider; it is a dispatch rule. One or two people with light bags get the cheap car. Everyone else gets the Model Y. Whether the app asks how many are riding, infers it, or lets you pick, Tesla has not said; the rider guide lists it among the unknowns.

The other two purpose-built cars chose differently and the choice tells you their theory. Zoox seats four facing each other, a carriage for a group. Waymo’s Ojai is a van with a flat floor and sliding doors, a car for everyone including the wheelchair user and the family with luggage, and it kept a steering wheel. Each is a reasonable answer. Tesla’s is the only one that optimizes for the cheapest possible common trip and pushes everything else to a second vehicle.

What an owner should watch after tomorrow

  1. Which trips the app routes to a Cybercab. If the app sends Cybercabs on short solo and pair trips and Model Ys on everything else, a privately owned Cybercab someday earns on the highest-frequency, lowest-cost trips in the network, which is a fine place to be. Airport-corridor zones like Orlando’s (the Florida page) are the design case.
  2. Whether a two-seater earns per mile like a four-seater. On Tesla’s reported Austin card, a base fare plus a per-mile rate with no per-passenger component, it does (the fare ledger). The Cybercab loses only on the trips it cannot take. Whether Tesla gives it its own, lower card is one of the things the launch could show.

The depot footnote

A lighter car with a smaller pack takes less energy per mile and refills faster per mile of range. Against the 47.6 kWh pack, a 20% to 80% refill is roughly 70 to 90 minutes on the wireless rate Tesla has teased, and much less on a cable (the charging math). Two seats, in other words, shorten the time the car spends in our building and lengthen the time it spends earning. That is the version of the two-seat argument a depot operator makes, and it is the same arithmetic Tesla made, one step downstream.
