Robotaxi Italy: is there one yet, what the new highway code says, and where Tesla FSD and the Cybercab stand.

Every line is sourced below. Countries with robotaxi service or testing are on our world robotaxi map.
Italy in four lines
- No robotaxi carries riders in Italy, and we found no robotaxi company testing here.
- A new highway code is on the way. It mentions automated vehicles for the first time, but as drafted keeps a person on board and starts in 2028.
- No Tesla FSD yet. It is available in nine EU countries, but we found no Italian approval; Italy's transport minister backs an EU-wide approval, which has not happened.
- No Tesla Robotaxi, no Cybercab. Tesla's driverless rides run only in the United States so far.
Searches from Italy that reach us ask whether the Cybercab is for sale, whether you can own one privately, what one earns and which cities have robotaxis. This page answers those questions for Italy. Every fact carries a date and a source. Where we could not confirm something, we leave it out.
Is there a robotaxi in Italy?
No. As of November 2, 2026, we found no robotaxi service carrying passengers and no robotaxi testing by Waymo, Baidu, WeRide, Pony.ai or anyone else in Italy. The nearest thing is a different idea:
- Niulinx. A startup that grew out of a Politecnico di Milano research group is trialling “robot sharing”: the car drives itself at up to 30 km/h to pick up a user, who drives to their destination, and the car then returns to the depot or goes to the next booking. Its goal is EU Level 4 approval by 2028, which it needs before it can sell a service (Il Post, Oct 23, 2026).
If you want to ride a robotaxi in Europe today, the countries with service or testing are on our world robotaxi map.
Are self-driving cars legal in Italy?
- Today: authorised tests. The Smart Road decree of February 28, 2018 (no. 70) sets how automated-driving road tests are authorised by the Ministry of Infrastructure and Transport, with applicants filing a risk analysis among other things (Decreto MIT 28 febbraio 2018).
- Next: a new highway code. On October 13, 2026, the Council of Ministers gave preliminary approval to a new Codice della Strada that recognises automated vehicles for the first time. Outside trials, a person acting as a “controllore” must be on board to take the wheel in an emergency; remote supervision is planned for a second phase with no date; the rules would apply from 2028 (Open, Oct 29, 2026). Parliamentary committees review the draft before final approval, due by March 13, 2027 (Il Post, Oct 23, 2026).
- The industry's objection. Il Post reports that the draft treats a remote operator like a traditional driver, which would stop one person supervising several cars, as commercial fleets need, and allows tests only if they are not directly aimed at type approval and production. Niulinx chief executive Luca Foresti: “Purtroppo però le modalità operative così non funzionano” (unfortunately, the operating rules as they stand do not work) (Il Post, Oct 23, 2026).
As drafted, then, a robotaxi with nobody aboard is not on Italy's near-term path. None of this is legal advice.
Is Tesla FSD available in Italy?
Not as far as we can find. Tesla's FSD Supervised, now called Tesla Assisted Driving in Europe, is a driver-assistance system (SAE Level 2): the driver keeps watching the road. The Netherlands approved it first, in April 2026 (RDW, Apr 10, 2026), and by October 21 Tesla said it was available in a total of nine EU countries (Tesla Q3 2026 update, SEC filing, Oct 21, 2026). We found no approval in Italy as of November 2, 2026. After a call with Elon Musk, transport minister Matteo Salvini posted on October 29, 2026 that he supports a “swift EU approval of Tesla Assisted Driving.” The EU vote expected in October was postponed, with December the next possible decision (Open, Oct 29, 2026). The Dutch side of the story is in robotaxi Netherlands.
Is the Tesla Robotaxi or Cybercab in Italy?
No. Tesla has announced neither for Italy. For Europe as a whole, Elon Musk replied on X to a post about a Cybercab ride in Austin with “Hopefully soon in Europe too” (Not a Tesla App, Sep 8, 2026), with no country or date. What Tesla has put in writing:
- Tesla's Q3 2026 update, filed October 21, reports Cybercab rides in one place: Austin, Texas, where they began on September 3, 2026 (Tesla Q3 2026 update, SEC filing, Oct 21, 2026).
- On the earnings call that day, Tesla's Lars Moravy said the company is “trying to get Cybercabs to customers by the end of this year, 2026,” starting small, and Elon Musk said “the vast majority of the Cybercab stuff will be essentially Tesla-owned” (The Motley Fool transcript, Oct 22, 2026). Neither mentioned Italy.
Can you buy or own a Cybercab in Italy?
Not today, and not in the US either. Tesla has no public Cybercab order page, price or delivery date. When we last checked Tesla's Cybercab FAQ on October 19, 2026, it sent would-be buyers of a fleet or a single Cybercab for commercial use to an interest form. Tesla has said nothing about selling the Cybercab in Italy. The full order status, with every update dated, is in can you buy a Tesla Cybercab yet.
What this means if you want to own a robotaxi
If you live in Italy and want to own a robotaxi, the rules to run one for paying riders do not exist there yet, so a personally owned car earning fares is not something anyone can do in Italy today. The places where it is closest are in the United States, where Tesla runs Cybercab rides in Austin and has said most Cybercabs will be Tesla-owned at first. Every robotaxi, whoever owns it, also needs a yard between rides to charge, get cleaned and head back out, because nobody is aboard to do it. How that works is in how robotaxis charge and robotaxi fleet management.
Where DockDuty fits
DockDuty is an independent US company building that depot layer (parking, DC fast charging, cleaning and dispatch) for individually owned robotaxis in the United States. It has no depot, site or lease in Italy, and no DockDuty depot is operating anywhere yet. Orlando, Florida is its lead market, with the Orlando depot targeted for Q4 2026 or Q1 2027. For the owner side, start with Cybercab owners: parking, charging and care and the Cybercab ownership planner, or see the numbers in the earnings calculator and the day-to-day in the live owner demo.
Robotaxi Italy FAQ
Is there a robotaxi in Italy?
No. As of November 2, 2026, we found no robotaxi service and no robotaxi testing in Italy. The closest is Niulinx, a Politecnico di Milano spin-off trialling a robo-sharing model in which a car drives itself at low speed to the user, who then drives it.
Are self-driving cars legal in Italy?
For authorised tests only. Since the 2018 Smart Road decree, road tests of automated driving need Transport Ministry authorisation. On October 13, 2026 the government gave preliminary approval to a new highway code that recognises automated vehicles for the first time, but it would require a person on board until a later decree allows remote supervision, and it would apply from 2028.
Is Tesla FSD available in Italy?
Not as far as we can find. Tesla's FSD Supervised, now called Tesla Assisted Driving in Europe, is available in nine EU countries according to Tesla's October 21 update, starting with the Netherlands in April 2026, but we found no Italian approval. On October 29, 2026, transport minister Matteo Salvini said after a call with Elon Musk that he backs a swift EU approval. An EU vote expected in October was postponed; December 2026 is the next possible decision.
Is the Tesla Robotaxi or Cybercab in Italy?

Can you buy or own a Cybercab in Italy?
No. Tesla has no public Cybercab order page or price anywhere, and has said nothing about selling the Cybercab in Italy. Its fleet-purchase route is an interest form for commercial buyers.
