Netherlands in four lines

  • No robotaxi carries riders in the Netherlands, and we found no robotaxi company testing here.
  • Tesla FSD (Supervised) is approved, by the RDW since April 10, 2026, as driver assistance. You still drive; it is not a robotaxi.
  • Self-driving shuttles run as pilots, with a safety driver on board.
  • No Tesla Robotaxi, no Cybercab. Tesla's driverless rides run only in the United States so far.

Searches from the Netherlands that reach us ask about the Cybercab in Orlando and Miami, whether you can own one, how it charges and what it earns. This page answers the question behind them for the Netherlands: the Dutch were first in Europe to approve Tesla's supervised system, so how close is an actual robotaxi? Every fact carries a date and a source. Where we could not confirm something, we leave it out.

Is there a robotaxi in the Netherlands?

No. As of November 2, 2026, we found no robotaxi service carrying passengers in the Netherlands, and no robotaxi testing announced by Waymo, Baidu, WeRide, Pony.ai, Uber or anyone else. What does run on Dutch public roads are self-driving shuttle pilots with a person on board:

If you want to ride a robotaxi in Europe today, the countries with service or testing (Germany, the UK, Switzerland, Spain and others) are on our world robotaxi map, and the UK has its own robotaxi UK guide.

Tesla FSD in the Netherlands

The Netherlands was the first EU country to approve Tesla's supervised driving system (Reuters via The Star, Sep 8, 2026). On April 10, 2026, the RDW issued a European type approval with provisional validity in the Netherlands for FSD Supervised, and said “the driver assistance system can now be used in the Netherlands.” The RDW was blunt about what it is: “A vehicle with FSD Supervised is not self-driving.” The driver stays responsible (RDW, Apr 10, 2026).

Is the Tesla Robotaxi or Cybercab in the Netherlands?

No. Supervised FSD is a feature for owners who drive; the Robotaxi service and the Cybercab, which has no steering wheel, are a different thing, and Tesla has announced neither for the Netherlands. The closest it has come for Europe is a reply on X from Elon Musk to a post about a Cybercab ride in Austin: “Hopefully soon in Europe too” (Not a Tesla App, Sep 8, 2026). No country, city or date came with it. What Tesla has put in writing:

Can you buy or own a Cybercab in the Netherlands?

Not today, and not in the US either. Tesla has no public Cybercab order page, price or delivery date. When we last checked Tesla's Cybercab FAQ on October 19, 2026, it sent would-be buyers of a fleet or a single Cybercab for commercial use to an interest form. Tesla has said nothing about selling the Cybercab in the Netherlands. The full order status, with every update dated, is in can you buy a Tesla Cybercab yet.

Are driverless cars legal in the Netherlands?

For testing, with permission. The Experimental Act for self-driving vehicles (Experimenteerwet zelfrijdende auto) came into force on July 1, 2019 and lets the government permit tests in which the driver is not in the car, with the RDW handling the applications; before it, the RDW's exemption route required a person on board (Eerste Kamer, bill 34838; in force date from the transport minister's letter to parliament, Nov 2019). A test permit is not a licence for a paid ride service, and we found no Dutch licence of that kind as of November 2, 2026. At EU level, Regulation (EU) 2022/1426 sets the type-approval rules for fully automated vehicles built in small series (EUR-Lex). None of this is legal advice.

What this means if you want to own a robotaxi

If you live in the Netherlands and want to own a robotaxi, the rules to run one for paying riders do not exist there yet, so a personally owned car earning fares is not something anyone can do in the Netherlands today. The places where it is closest are in the United States, where Tesla runs Cybercab rides in Austin and has said most Cybercabs will be Tesla-owned at first. Every robotaxi, whoever owns it, also needs a yard between rides to charge, get cleaned and head back out, because nobody is aboard to do it. How that works is in how robotaxis charge and robotaxi fleet management.

Where DockDuty fits

DockDuty is an independent US company building that depot layer (parking, DC fast charging, cleaning and dispatch) for individually owned robotaxis in the United States. It has no depot, site or lease in the Netherlands, and no DockDuty depot is operating anywhere yet. Orlando, Florida is its lead market, with the Orlando depot targeted for Q4 2026 or Q1 2027. For the owner side, start with Cybercab owners: parking, charging and care and the Cybercab ownership planner, or see the numbers in the earnings calculator and the day-to-day in the live owner demo.

Robotaxi Netherlands FAQ

Is there a robotaxi in the Netherlands?
No. As of November 2, 2026, we found no robotaxi service and no robotaxi testing in the Netherlands. The country's self-driving vehicles on public roads are shuttle buses with a safety driver on board, such as the airport shuttle between Meijersplein metro station and Rotterdam The Hague Airport, approved by the RDW in July 2025.

Is Tesla FSD approved in the Netherlands?
Yes, as supervised driver assistance. On April 10, 2026, the RDW granted Tesla's FSD Supervised a European type approval with provisional validity in the Netherlands, so Dutch owners can use it. It is not self-driving: the driver stays responsible. By October 21, 2026, Tesla said FSD was available in nine EU countries; an EU-wide approval still needs a vote of member states.

Is Tesla FSD available in the rest of Europe?
In some countries, not EU-wide. Tesla's Q3 2026 update, filed October 21, says FSD is now available in a total of nine EU countries, including Croatia, Slovenia, the Czech Republic and Slovakia. EU-wide use needs a majority vote of member states; a vote expected in October was postponed, with December 2026 the next possible decision.

Is the Tesla Robotaxi or Cybercab in the Netherlands?
No. As of November 2, 2026, Tesla runs no Robotaxi service in the Netherlands and has announced none. Tesla's Q3 2026 update reports Cybercab rides only in Austin, Texas. In September 2026 Elon Musk replied on X that he hoped the Cybercab would come to Europe soon, without naming a country or date.

Are driverless cars legal in the Netherlands?
For tests, yes, with permission. Since July 1, 2019, the Experimental Act for self-driving vehicles lets the government allow tests in which no driver is in the car, with the RDW handling applications. There is no licence yet for a paid driverless ride service.

Can you buy or own a Cybercab in the Netherlands?
No. Tesla has no public Cybercab order page or price anywhere, and has said nothing about selling the Cybercab in the Netherlands. Its fleet-purchase route is an interest form for commercial buyers.
